Ricky Philips
On December 7, 2002, Ricky Philips, 41, of 716 N. Troy, was a passenger in a car which was stopped for a routine traffic violation. Both Philips and the driver fled the scene of the traffic stop. Chicago Police officers subsequently saw Philips with a gun in his waistband climbing on to the roof of a building near Madison and Whipple and arrested him. Phillips, a member of the Traveling Vice Lords street gang, has previous convictions for attempted murder, burglar y and possession of a controlled substance.
Philips was recently sentenced to 18 years in Federal prison after being convicted of being a felon in possession of a gun. There is no parole in the Federal system.
